Proposal Details: To re-establish a Refuge in Exeter for women and children fleeing domestic violence and abuse. The refuge run by ourselves for 37 years was recently closed (March 2014.) It had a consistent 96% occupancy rate. In 2012 an independent assessment of its services confirmed that it provided good value for money, delivered positive safety and wellbeing outcomes for victims and their families and made a material contribution to achieving strategic objectives. There is now no similar accommodation in Exeter, East or Mid Devon. In the short term SAFE would look to pump prime 9 months of service provision. In the past the public in Mid and East Devon have always been supportive of our Refuge provision where it attracted the most charitable donations and public support. Due to the recent closure of the Refuge and the over whelming support and campaigning from community, the Board of Trustees and Management of SAFE plan to utilize this public support and develop an on-going fundraising campaign. In addition the charity will be approaching the Police, District Councils and County Council to look at a pooled commissioning approach to a service that will provide cost savings for each statutory agency. Housing benefit will be the main source of revenue in the interim.
