Proposal Details: Unite Officers from the Devon and Plymouth cywnFp branch propose that all current Devon Youth Service contracted members of staff be retained within the peoples directorate of DCC. These staff members would continue to provide a high quality open access and street based youth service to the young people of Devon. unite recommend that the professional staff team within Devon Youth Service work closely with Social Care to identify and implement the changes identified by the Ofsted report. Working in partnership DCC youth service management team and Social Care manage would analyse and establish how youth work skills, advice, one to one and group work can be directed to support and enable young people and families to engage efficiently with Social care. We appreciate the need that cost savings of 740,000 need to be made within the first year and therefore propose that a number of the buildings currently run. By DCC youth service are handed over and run by community organisations that have shown an interest to do so. Via a robust feasibility study organisations can be identified where high quality and sustainable youth work can continue to be delivered along side community services by the voluntary sector. This will reduce the need to retain money within the budget to pay for buildings that in the current DCC proposal are left empty. The highly trained, professional DCC youth work staff will be made available to these organisations to ensure quality assurance, support and advice further reducing the need to hold a budget to enable new groups to start running efficient services in these buildings. To further facilitate savings to be made Unite officers propose that the redeployed staff members not be replaced when they leave DCC employment. This will enable cost saving to be sustained over a period of time. These cost savings will be made available on request.
